Question 1

How long does drug registration take in Iraq?

Accepted Answer

Registration timelines vary significantly by jurisdiction. Ministry of Health (MOH) Baghdad registrations typically take 12 to 18 months from dossier submission to final pricing approval. Kurdistan Medical Control Agency (KMCA) approvals are generally faster, often completing within 6 to 9 months, provided the dossier is complete and compliant.

Question 2

What is the difference between MOH and KMCA registration?

Accepted Answer

MOH Baghdad is the federal health authority governing pharmaceutical regulations for the 15 central and southern governorates of Iraq. KMCA operates autonomously, overseeing the 4 governorates of the Kurdistan Region. Each authority has distinct dossier formatting requirements, pricing controls, and technical review committees. Registration with one does not grant market access to the other's jurisdiction.

Question 3

Can a foreign company distribute pharmaceuticals in Iraq without a local partner?

Accepted Answer

No. Iraqi law strictly requires foreign pharmaceutical manufacturers to appoint a licensed, locally registered scientific bureau or distributor to act as their legal representative. This local partner is responsible for handling the importation, customs clearance, and nationwide distribution of the registered products.

Question 4

What documents are required for MOH drug registration in Iraq?

Accepted Answer

A standard MOH submission requires a Certificate of Pharmaceutical Product (CPP) in WHO format, a valid Good Manufacturing Practice (GMP) Certificate, a Free Sale Certificate (FSC), a complete CTD Dossier (Modules 1-5), stability studies demonstrating compliance with Climatic Zone IVa/IVb, bioequivalence studies (for generics), pricing justification data, and a legalized agency agreement.

Question 5

How much does pharmaceutical registration cost in Iraq?

Accepted Answer

Official government fees vary based on the product classification (e.g., new chemical entity, generic, biologic) and the number of presentations (SKUs) being registered. However, the total cost of registration must also account for embassy legalization fees in the country of origin, translation costs, and local regulatory consulting or agency fees.

Question 6

Is a separate registration required for Kurdistan?

Accepted Answer

Yes. If you intend to distribute your pharmaceutical products within the Kurdistan Region (Erbil, Sulaymaniyah, Duhok), you must secure approval from the Kurdistan Medical Control Agency (KMCA). MOH Baghdad registration alone is insufficient for legal distribution in Kurdistan, and vice versa.

Question 7

What is the Iraqi market size for pharmaceuticals?

Accepted Answer

The Iraqi pharmaceutical market is one of the largest and fastest-growing in the Middle East, estimated at over $3 billion USD annually. Growth is driven by a population exceeding 43 million, increasing healthcare expenditure, and significant government procurement through Kimadia for the public sector.

Question 8

How do I find a pharmaceutical distributor in Iraq?

Accepted Answer

Finding a reliable distributor requires rigorous due diligence. You must evaluate their cold-chain infrastructure, geographic coverage (Baghdad vs. nationwide), financial stability, and existing relationships with hospital formularies and pharmacy networks. Jaddaf Company provides end-to-end nationwide distribution services, acting as a single point of contact for international manufacturers.

Question 9

What is Kimadia and how does it procure drugs?

Accepted Answer

Kimadia is The State Company for Marketing Drugs and Medical Appliances, the central procurement agency for Iraq's Ministry of Health. It is responsible for supplying all public hospitals and clinics. Procurement is primarily conducted through public tenders, requiring manufacturers to be pre-registered with the MOH and capable of meeting strict delivery and quality assurance protocols.

Question 10

Are stability studies required for Zone IVa or IVb in Iraq?

Accepted Answer

Yes. Iraq is classified under Climatic Zone IVa (hot and humid) and IVb (hot and very humid). The MOH strictly requires real-time stability data demonstrating product integrity under these specific conditions. Failure to provide Zone IVa/IVb data is one of the most common reasons for dossier rejection.

Question 11

Do pharmaceutical labels and leaflets need to be in Arabic?

Accepted Answer

Yes. The Ministry of Health requires that all secondary packaging (outer cartons) and Patient Information Leaflets (PILs) include accurate Arabic translations. The Summary of Product Characteristics (SmPC) must also comply with local linguistic and formatting standards.

Question 12

What is the process for registering a manufacturing site in Iraq?

Accepted Answer

Before registering individual products, the manufacturing facility must be approved by the MOH or KMCA. This involves submitting a Site Master File (SMF), valid GMP certificates (preferably from a Stringent Regulatory Authority), manufacturing licenses, and passing a potential site inspection by Iraqi health authorities.
